This PR documents a new lifetime policy for experimental modules by adding guidance to the API documentation and the collaborator guide. It clarifies maintenance expectations and helps contributors apply a consistent standard when introducing or managing experimental modules.

@RafaelGSS After speaking to the good @marco-ippolito I realized (read as: he made me realize I was totally mistaken 😂) that experimental stability changes are not semver-major but minor. This means that I can eventually write a regular monthly (quarterly or whatever) automation to open issue on the project but they are totally unbound from the release cycle.

I'll update this proposal shortly.
