Resolve determined checker goals into expression and argument-slot maps, then construct dictionary lambdas and applications in their declared order. Reject duplicate parameters, duplicate or missing argument slots, and candidates whose types still contain unresolved inference variables.

Permutation tests verify that reordering checker notes does not reorder dictionaries. Regressions also cover repeated source locations and the annotation boundary for both goals and local candidates. This layer builds plans; the full source pipeline remains disabled.

Full validation: all unit suites, 22 CLI integration tests, all transcripts, edit/load round trips, manual rewrites, docs HTML generation, compiled fix5507 regression, and formatting passed.
