Description
Puts policy exclusion matching behind a proto3
oneof(deploymentvsexclude_by_kind) nested insideExclusion. Image exclusions stay outside the oneof. AddsExcludeByKind/WorkloadKind(Job, CronJob), regenerates storage/API/CRD/config-as-code, and updates Exclusion composite literals.This is PR 2 of 6 (flag → proto → validate → sync → UI → e2e). Stacked on #22960.
Rejected: moving image into the same oneof (image exclusions are a different matching path).
