Allow upload of training images and images to predict the classification of

- HelpButton renders only when supportLinks is non-empty (matching CreateMenu's
  guard), so an empty support list no longer shows a '?' opening an empty menu (#4).
- Hamburger section dividers render only between non-empty sections; empty
  support/global no longer leaves stray or stacked separators (#5).
- Incubator is placed after Donate when present, else appended, and skipped when
  the global nav already supplies it — it can no longer vanish or duplicate for
  configs that rename/drop Donate or list Incubator themselves (#6).
- Tests: empty-section dividers, no-Donate + duplicate-Incubator, Help-absent.
