Bound scan_varint before the next shift.
code() and code.replace() accept unvalidated co_linetable bytes. With no_debug_ranges, six continuation bytes can make scan_varint evaluate a u32 shift by 36. Check the bound and stop decoding. Checking only the shift expression still allows shift to keep growing on longer inputs.

Reset WAIT_DONE before _end_spawned_pthread returns.
The spawned thread clears WAIT_DONE only after receiver.recv() returns. The clear happens asynchronously. _end_spawned_pthread sends the signal and returns while WAIT_DONE can still hold Some. If a test calls _end_spawned_pthread and then _spawn_pthread_waiter right away, the second call can raise "thread already running". Clear the slot in _end_spawned_pthread with take(). That call drops the sender, and the waiter thread then wakes.

Restore datetime C-API test execution
When _testcapi is now importable but lacks test_datetime_capi, this unconditional class decorator suppresses every fast datetime C-API test instead of retaining executable failure coverage, so later partial implementations cannot expose regressions or unexpected passes. Implement the setup helper/Rust functionality rather than skipping the entire class; repository policy reserves skips for tests that would crash, abort, or hang the test process.

Reject oversized location varints before shifting
Under -X no_debug_ranges, CodeType construction and code.replace(co_linetable=...) now send user-supplied linetables through this scanner; a NoColumns or Long payload with seven 0x40 continuation bytes advances shift past 31 and panics in dev/test builds instead of returning a Python error. Bound the number of chunks or reject an oversized varint before performing the shift.

Keep the syslog open check under the logging lock
When the main interpreter calls closelog() concurrently with a subinterpreter logging call, host_syslog::is_open() releases global_ident's read lock before host_syslog::syslog() reacquires it, so closelog() can clear the state in between and libc syslog() then implicitly reopens the log from the subinterpreter. That bypasses this new restriction and leaves the host wrapper believing the log is closed; the open-state check and log operation need to be atomic in the host layer.

Preserve the audit-hook traceback in the fallback report
When an audit hook raises for sys.unraisablehook, this branch calls write_unraisable_to_stderr, whose implementation writes only the exception type and message and never emits e.traceback(). The resulting fallback omits the stack showing which audit hook failed, unlike the default unraisable report this path is intended to emulate; route this through a traceback-aware default-hook path.

Gate faulthandler tests on fatal_error availability
On any run with subprocess support, registering this partial module makes _testcapi is None false in Lib/test/test_faulthandler.py:303-320, so both test_fatal_error methods execute child code that calls the still-undefined _testcapi.fatal_error; the child emits AttributeError rather than the expected fatal-error report and the test module fails. Implement that helper or keep those tests as documented expected failures until it exists.

Export the actual time_t width to pytime tests
On 32-bit Unix targets whose libc::time_t is 32-bit (notably the i686 GNU target in .github/workflows/ci.yaml:396), these new helpers use a 32-bit TimeT, but CPyTimeTestCase.setUp() derives its valid range from _testinternalcapi.SIZEOF_TIME_T, which remains hard-coded to 8 in _testinternalcapi.rs:74. Since making _testcapi importable now runs that class, values above the 32-bit range pass its filter and then unexpectedly raise OverflowError (and clamp expectations use the wrong limits); update the internal size constant to size_of::<TimeT>() as well.
