Work towards dart-lang/sdk#58729

The lint rule will suggest using a super-parameter for a named parameter even if the positional parameters cannot be super-parameters.

Code Review

This pull request refactors several classes to use super-parameters, which is a nice code cleanup that leverages a modern Dart feature. The changes are correct and improve code readability. In packages/flutter_tools/lib/src/proxied_devices/devices.dart, the change also fixes a pre-existing issue where the logger parameter was not being passed to the super constructor.
