Towards #125155
This change refactors out more getters form userMessages into the appropriate places.

Code Review

This pull request refactors the UserMessages class by moving user-facing messages to the classes that use them. This is a good improvement for code locality and maintainability. The changes are applied consistently across all relevant files. I have one minor suggestion to improve code organization in NoIdeValidator to better align with the style guide.
