This pull request refactors packages/flutter/test/widgets/actions_test.dart to eliminate its dependency on the material package. This is accomplished by substituting MaterialApp with TestWidgetsApp and replacing Material Design buttons (ElevatedButton, TextButton) with a basic TestButton from the test utilities. A notable improvement is the refactoring of the FocusableActionDetector semantics test, which now directly inspects widget properties instead of relying on complex semantics tree matching, making the test more robust and easier to maintain. The changes are well-executed and improve the overall quality of the test suite.
