feat(mosaic): drag to upload the profile picture and organization logo - #10601
Drop an image onto the profile picture row in UserProfile or the logo row in OrganizationProfile to upload it. While a file is dragged over the row, the avatar darkens and shows an upload icon.
The whole row is the drop target. The overlay is a new AvatarDropzone component that both rows wrap around FileUpload.Dropzone.
FileUpload.Dropzone now ignores drags that carry no files, such as selected text or links.
The org logo row no longer accepts drops when the user lacks permission to manage the organization.
Wrong file types are rejected with the existing avatar errors and nothing is uploaded.

The demos are recorded in swingset with drag events dispatched from a script, so no cursor is shown.
