Re-enable phoronix.com and openbenchmarking.org which were previously disabled (#1580 https://trac.torproject.org/projects/tor/ticket/5728). Merge them into one ruleset.

Can you confirm this downgrade is necessary? I.e., are there pages on phoronix.com that point incorrectly to the HTTPS version of the forums, causing breakage without it?

HTTPS version of phoronix.com still links to HTTPS version of the forum even with exclusion pattern (no matter which page on phoronix.com), so I add the downgrade rule. The forum link is often used. It is shown at the site navigation menu on the top of (every) page of phoronix.com. The "Add a comment" on every article of phoronix.com links to forum as well.

Re-enable phoronix.com and openbenchmarking.org which were previously disabled (#1580 https://trac.torproject.org/projects/tor/ticket/5728). Merge them into one ruleset. Phoronix forum is still non-functional over https (i.e. login box couldn't be shown).
Edit (5 July 2015): The recent redesign of phoronix.com (https://www.phoronix.com/scan.php?page=news_item&px=New-10-Site-Is-Live) doesn't affect how HTTP/HTTPS is served, thus doesn't affect this ruleset.
