…uoted annotations - Replace in-function `import logging as _logging; _log = ...` with the module-level _LOGGER (already defined at top of file). Fixes Blocker zigpy#3. - Remove quotes from GPDevice annotations (UP037); `from __future__ import annotations` makes them redundant. - Collapse "Strategy 2 - ZHA-layer dispatch, sec.D" section header to a plain comment; that label is internal to the fork branch.
