Allow static builds from MacOS when setting the environment variable
PYXMLSEC_STATIC_DEPS, previously this only worked on linux and windows. This also allows cross compiling libraries on osx to build a arm64 binary on a x86_64 mac or a x86_64 binary on a arm64 mac.
