This PR adjusts Azure DevOps job timeouts for Skia desktop test pipelines to reduce overall CI run duration and prevent excessively long-running jobs.

- Reduced Windows Skia runtime test job timeout from 60 to 20 minutes.
- Reduced macOS Skia runtime test job timeout from 60 to 40 minutes.
- Reduced Linux Skia snapshot test timeout to 25 minutes and made Linux runtime test timeout configurable via a new template parameter.
