fix: every compiler make gets REVSTR, so the ident carries the commit

ci: derive the nightly tag and title from the branch name

The tag stays `nightly-pixie`, but it now comes from the ref rather than
being hardcoded, the same way the workflow on main computes it, so the
release step of one branch never deletes another's.

ci: start the devel nightly from the default branch

`schedule` fires on the default branch only, and devel keeps its own
release, so the run is dispatched there with `--ref devel`.

install: build startlazarus to fix IDE restart; bump to 0.1.2

lazbuild --build-ide produces lazarus.exe but not startlazarus, which the
IDE re-spawns to restart itself after Tools -> Build Lazarus. Without it a
post-rebuild restart fails with "Cannot find Lazarus starter". Compile
ide/startlazarus.lpi (outputs next to lazarus.exe) right after --build-ide.

ui: keep Install button off and Launch-IDE toggleable during install

`SetInputsEnabled(False)` at install start was disabling ButtonInstall,
but RefreshTargetState / FetchTick paths could re-enable it mid-install
when called from cascading handlers (e.g. ApplyLazarusEnabled ->
RefreshTargetState -> state-B/C path). Each ButtonInstall.Enabled := True
site now also gates on `not FInstalling`.

CheckBoxLaunchAfter no longer disables on FInstalling -- user can flip
the launch decision at any point during the ~30-min install. The launch
decision at OnInstallComplete reads the live checkbox value combined
with FInstalledLazarus (snapshot of cfg.InstallLazarus from install
start; the master IDE-install checkbox is frozen during install so this
remains accurate).
