I think something is going sideways with the workflow. Namely, it seems like anytime a README having an equation gets updated, we are updating the SHA. I don't think this is correct. The SHA should ideally be the SHA corresponding to the latest update to the equation file. Thus, if an equation has not changed, then the equation URL should not either.

Many of these files were updated in a previous equation elements commit and it seems as though the only thing which changed is the SHA.

It is possible that we need to change the make recipes and/or tooling rather than the workflow file itself.
