Description
Handle unavailable CVSS and NVD CVSS scores in vulnerability tables, widgets, and tooltips without throwing during numeric formatting. Shared formatting helpers preserve numeric zero and the existing formatting for available scores.
Extracted UI prerequisite for #23561. This PR contains only changes under
ui/apps/platform; the backend, schema, and report changes remain in #23561.User-facing documentation
The combined change's changelog entry remains in #23561. No separate documentation update is needed.
