ROX-37724: Populate rules when creating policy from risk - #23821
Generating a policy from a convertible filter (e.g. Image Tag, CVSS, EPSS) opened the wizard with an empty "Rule 1". The criteria came back from the API but never populated the form.
The generate branch didn't set isLoading, so the wizard mounted before the policy was set. Formik reads initialValues once at mount and has no enableReinitialize, so the criteria were ignored.
The fix: Set isLoading around the generate call (like edit/clone) so the wizard mounts only after the policy is set.
Policy generation now shows a progress indicator while the generated policy is loading, and the setup wizard appears once generation finishes.
The loading indicator is cleared if generation fails.
Tests
Added coverage for the policy generation loading state and transition to the setup wizard.
PolicyPage now keeps the wizard gated while a generated policy is pending and clears the loading state when generation succeeds or fails. New Cypress tests check the pending and resolved states.

Summary
Gate the wizard during generation ui/apps/platform/src/Containers/Policies/PolicyPage.tsx, ui/apps/platform/src/Containers/Policies/PolicyPage.cy.jsx
PolicyPage enables loading before starting policy generation and clears it in finally. Cypress tests check that the progress indicator appears and the wizard is absent while the request is pending, then check that the indicator disappears and the “Create policy” heading appears after resolution.
The implementation is otherwise covered, but the key generated-rule behavior still needs a focused assertion.

Explanation
The title names the main change: populating rules when a policy is created from a risk. The changeset sets isLoading around the generate call so the wizard mounts after the policy is set, which fixes the empty Rule 1 issue. The title is specific and matches the change. It has no vague terms.
Full details: Description check
Explanation
The description explains the problem and the fix. It says generating a policy from a convertible filter opened the wizard with an empty Rule 1. The cause is that the generate branch did not set isLoading, so the wizard mounted before the policy was set and Formik ignored the criteria. The fix sets isLoading around the generate call, as edit and clone do. It lists manual validation steps. The template sections are present. The unchecked boxes for CHANGELOG, documentation, and automated tests are not explained, and the template placeholder 'change me!' was not replaced in the testing section. The 'Automated testing' section has no explanation of why no tests were added, even though the raw summary says Cypress tests were added. This is a gap to fix.
Resolution
Optional: tick the checkboxes that apply (for example, added unit tests or modified existing tests, since Cypress tests were added in PolicyPage.cy.jsx). State explicitly why CHANGELOG and documentation updates are not needed. Replace the template placeholder text in the How I validated section with more detail, such as which convertible filters were tested.
Full details: Docstring Coverage
Explanation
Docstring coverage is 0.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 1 functions across 2 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.
This test can pass when the wizard opens with an empty rule. Navigate to Rules and assert the generated CVSS operator and value. This will detect the regression described in the PR.

Update the policy creation test in PolicyPage.cy.jsx to navigate to Rules after
the wizard opens and assert the generated CVSS operator and value, using the
expected values established by the test setup.
