ROX-36398: support forcing a genuine Scanner V4 re-index - #23817
Scanner V4 currently has no way to re-scan an already-indexed image on
demand. If the indexer's own configuration changes after an image was
indexed (most relevantly, enabling the Maven-search fallback via ROX_SCANNER_V4_MAVEN_SEARCH), previously-indexed images keep serving
their old, incorrect component identities indefinitely. Even force: true
on POST /v1/images/scan doesn't help today, since the scanner's own
internal cache has no way to know Central decided to re-ask it. The only
thing that clears old index data today is a background GC with a
randomized 7-30 day expiry, computed once at the original index time --
changing the GC-interval env vars afterward does not retroactively shrink
the expiry of manifests already indexed under the old settings.
This PR adds a real force-reindex capability and wires it up to force: true
end to end:
An obvious first attempt (calling the indexer's existing-but-unused CreateIndexReport RPC instead of GetOrCreateIndexReport) turned out
to be insufficient on its own: claircore's own checkManifest state
machine has an independent ManifestScanned check that short-circuits
regardless of which RPC is called, once a manifest has been indexed.
Verified this live: calling the new path against an already-indexed
image logged claircore/indexer.(*LayerScanner).scanLayer: "layer already scanned" and returned the stale result unchanged.
The actual fix: traced how the manifest GC manager clears this state
(i.store.DeleteManifests, claircore's own native per-manifest
deletion) and added a new, targetedIndexerMetadataStore.DeleteManifest
that does the same thing for exactly one manifest, safely (verified live
that it correctly leaves layers shared with other manifests untouched). IndexContainerImage now accepts a Force option that calls this
before indexing; CreateIndexReport passes force=true, GetOrCreateIndexReport's internal fallback stays force=false
(unchanged behavior for genuinely new manifests).
Wired this up through pkg/scannerv4/client → pkg/scanners/scannerv4
→ pkg/scanners/types (new optional ForceReindexer capability
interface, rather than changing the shared Scanner interface) → pkg/images/enricher (both v1 and v2/FlattenImageData paths).
The trigger: ScanImage's force: true, the SBOM-generation
handler's scanner-mismatch retry, and the detection service's force
handling all already set EnrichmentContext.FetchOpt to UseImageNamesRefetchCachedValues. Tracing fetchFromDatabase/ updateImageFromDatabase showed this option already makes Central
bypass its own cached scan and re-ask the configured scanner for all
three callers (it was introduced in fix: new fetch option for images enriched via roxctl #6814 to fix a names-overwriting bug
for roxctl-ingested images, not specifically about scan freshness, but
"existing image not found" is exactly its side effect). The only missing
piece was telling the scanner, at that same moment, to also discard its own cache. Added FetchOption.forceReindex(), which recognizes both ForceRefetchScansOnly and UseImageNamesRefetchCachedValues -- no
changes needed to any of the three existing call sites, and no risk of
reintroducing the fix: new fetch option for images enriched via roxctl #6814 names bug, since none of their FetchOpt choices
change.
documentation PR is created and is linked above OR is not needed
force: true on POST /v1/images/scan (and therefore roxctl image scan --force and the UI's rescan action) will now also force a genuine
Scanner V4 re-index, not just bypass Central's own cache. Worth a
CHANGELOG entry once this is reviewed -- not yet written since the exact
wording may depend on reviewer feedback on the trigger approach above.
Testing and quality
the change is production ready: the change is GA, or otherwise the functionality is gated by a feature flag
No feature flag needed: the new indexer-side mechanism is only reachable
via the force signal described above, and existing force: true callers
already intended to force a fresh scan (that's their whole purpose) --
this closes a real gap rather than changing intended behavior.
Automated testing
added unit tests
added e2e tests
added regression tests
added compatibility tests
modified existing tests
How I validated my change
Unit tests added/updated across all touched packages (scanner/datastore/postgres, scanner/services, pkg/scannerv4/client, pkg/scanners/scannerv4, pkg/images/enricher), covering both the force and non-force paths, FetchOption.forceReindex()'s truth table, and that GetOrCreateIndexReport's
existing behavior is unchanged.
Added a Postgres-integration test (Test_ManifestMetadata_DeleteManifest, scanner_db_integration tag) confirming DeleteManifest removes exactly
the targeted manifest and leaves others untouched; ran it locally against
a throwaway Postgres container.
Built custom scanner-v4-indexer and central images with this fix and
deployed both to a live OpenShift test cluster running real
customer-reported jars (spring-boot-webmvc, tomcat-embed-core).
Confirmed, with real indexer logs and direct Postgres inspection:
The naive CreateIndexReport-only approach does not force a fresh
scan on an already-indexed manifest ("layer already scanned").
The actual fix does: "manifest to be scanned" (not "manifest already scanned") logged after the fix's DeleteManifest call, and the
re-scanned image resolved to the correct canonical component
identities.
The fix is safe with shared layers: forcing a re-index of one image
left a sibling image's shared base-image layer and its own scan
results completely untouched (byte-for-byte identical before/after).
End-to-end, through completely unmodified production code: called
the real, unmodified POST /v1/images/scan API with force: true
against an already-indexed, deliberately-stale image. Confirmed via
indexer logs ("manifest to be scanned", fresh scanTime) that this
triggers a genuine re-index and resolves correctly, with zero test-only
patches in the running code -- exactly the path a real roxctl image scan --force call or UI rescan would take.
…ndexing
Gives the indexer's CreateIndexReport RPC a real "force" semantic. On an
already-indexed manifest, claircore's own checkManifest state machine
short-circuits on its internal ManifestScanned check, which is independent
of StackRox's own index_report cache -- so GetOrCreateIndexReport vs
CreateIndexReport made no actual behavioral difference once a manifest had
already been indexed.
Fixed by giving IndexContainerImage a Force option that, before indexing,
deletes the manifest's claircore-native state via a new, single-manifest
targeted IndexerMetadataStore.DeleteManifest. Deliberately not reusing the
existing threshold-based GCManifests for this: throttling it to one row
could non-deterministically delete a different, unrelated manifest instead
(no ORDER BY, no per-ID filter). CreateIndexReport now passes force=true;
GetOrCreateIndexReport's internal fallback (used only for genuinely new
manifests) stays force=false.
Context: ROX-36398 - Scanner V4 has no way to re-scan an already-indexed
image after enabling ROX_SCANNER_V4_MAVEN_SEARCH, short of waiting on a
slow (7-30 day) background GC. Verified live on a test cluster, including
confirming the native deletion correctly leaves layers shared with other
manifests untouched.

…icher
Exposes the new indexer-side force-reindex capability (previous commit)
up through the stack:
- pkg/scannerv4/client: CreateAndScanImage calls CreateIndexReport instead
of GetOrCreateIndexReport.
- pkg/scanners/types: new optional ForceReindexer capability interface
(GetScanForceReindex), rather than changing the shared Scanner
interface, since not every scanner integration can support this.
- pkg/scanners/scannerv4: GetScanForceReindex calls CreateAndScanImage;
shares the rest of GetScan's logic via a new getScan helper.
- pkg/images/enricher: enrichImageWithScanner takes a forceReindex flag
and type-asserts for ForceReindexer when set, falling back to the
normal GetScan otherwise. Mirrored in both the v1 and v2
(FlattenImageData) enrichment paths.
Note: nothing in Central's public API sets the force signal yet (the
existing ForceRefetchScansOnly FetchOption, which this reads, has no
caller today) -- deciding how an operator should actually trigger this is
a separate, follow-up product decision, out of scope here.
Context: ROX-36398.

New Features
Force-refetch requests can now re-index images from scratch when supported, refreshing scanner-side data instead of reusing an existing index. Scanners without force-reindex support continue using the standard scan process.
Explicit index creation now refreshes stored image data. Automatic index creation after a missing-index result continues using the standard behavior.
Force re-indexing is available only when enabled and supported by the scanner.
Force-refetch options can request scanner-side re-indexing. Supporting scanners create a fresh index and request a vulnerability report. Before forced indexing, the indexer deletes existing manifest metadata. The metadata store can also delete the corresponding ClairCore manifest.
Changes: Forced Reindex Flow
Layer / File(s)
Summary
Fetch option and scanner dispatch pkg/images/enricher/*, pkg/scanners/types/types.go, pkg/scanners/scannerv4/*
Both enrichers pass the force-reindex setting to scanner dispatch. Supporting scanners use GetScanForceReindex; other cases use GetScan. Tests cover option selection, dispatch, and fallback.
Fresh-index scan operation pkg/scannerv4/client/*
The v4 client adds an operation that creates an index and requests a vulnerability report using the new index hash. Tests cover configuration errors, indexing errors, and success.
Force option propagation scanner/indexer/options.go, scanner/services/indexer.go
Explicit index creation passes Force(true). The not-found fallback passes Force(false). Tests check the resolved option values.
Manifest removal before forced indexing scanner/indexer/indexer.go, scanner/datastore/postgres/*
The indexer checks forced-reindex availability and deletes manifest metadata before indexing. When configured, the metadata store also deletes the ClairCore manifest. Tests cover metadata deletion.
Resolve the compatibility break for clients using CreateIndexReport with reindexing disabled before merging. A narrower contention case can also leave a forced scan using an existing report.

Initialize the test with an underlying ClairCore store and create two manifests that share a layer and index data. After deleting one manifest, assert that its manifest-specific index is removed and that the other manifest's shared-layer index remains usable. Propagate ForceRefetch to the scanner reindex path.
ForceRefetch bypasses Central's scan cache and reaches the scanner in both enricher implementations. Because forceReindex() returns false, Scanner V4 calls GetScan, which uses IndexAndScanImage and can reuse previously indexed data. GetScanForceReindex uses CreateAndScanImage to discard that data and re-index from scratch. The current path can therefore return stale results for ScanImageInternal and startup reprocessing.

ScanImage's force:true, the SBOM-generation handler's scanner-mismatch
retry, and the detection service's force handling all already set
EnrichmentContext.FetchOpt to UseImageNamesRefetchCachedValues. That
option already causes fetchFromDatabase to treat the existing image as
not found for scan-reuse purposes, so Central already bypasses its own
cached scan and re-asks the configured scanner for all three of these
callers -- this was confirmed by tracing the fetchFromDatabase/
updateImageFromDatabase call chain and the history behind this option
(#6814, which fixed a names-overwriting bug for roxctl-ingested images
with multiple names/tags sharing a digest; it was never about scan
freshness specifically, that behavior is a side effect of the "existing
image not found" short-circuit).
What a scanner's own internal cache can't know is that Central already
decided to bypass its own cache -- Scanner V4's claircore-backed indexer
has no way to tell "being asked again" apart from "being asked for the
first time", so it can still silently return a stale, previously-indexed
result regardless of what Central does on its own side (the actual
ROX-36398 symptom, now fixed at the indexer by the previous commits in
this PR).
Add FetchOption.forceReindex(), recognizing ForceRefetch,
ForceRefetchScansOnly (the semantically dormant option this PR
originally targeted), and UseImageNamesRefetchCachedValues (what all
three real callers actually use) as reindex triggers. This required no
changes to any of the three existing call sites, and carries no risk of
reintroducing the names bug #6814 fixed, since none of their FetchOpt
choices change.
ForceRefetchCachedValuesOnly hits the same fetchFromDatabase
short-circuit as ForceRefetch but is deliberately excluded: it drives
the continuous periodic reprocessing loop (central/reprocessor), so
forcing a real reindex on every cycle would be a severe performance
regression. ForceRefetch is included because its only callers are
one-off/startup paths (ScanImageInternal, Central's one-time startup
reprocessing pass) -- caught by CodeRabbit review, which flagged that
these paths would otherwise still receive a stale Scanner V4 result
after this PR.
Context: ROX-36398. Verified live end-to-end against a real cluster
through Central's actual, unmodified /v1/images/scan API (force: true)
-- confirmed via indexer logs ("manifest to be scanned", not "manifest
already scanned") that this is a genuine fresh re-index through the real
production code path, not a cache hit.

…ex coverage
Codecov flagged 0% patch coverage on CreateAndScanImage/createImageIndex
(pkg/scannerv4/client) and the new Force option (scanner/indexer) from
this PR's earlier commits. Added hand-written fakes for v4.IndexerClient/
v4.MatcherClient (no generated mocks exist for these gRPC client
interfaces, and mockgen isn't available locally) to cover
CreateAndScanImage's configuration checks, request construction, error
wrapping, and happy path; added a small options_test.go for the Force
option setter, which scanner/indexer had no test file for at all.
Left two codecov-flagged gaps alone rather than papering over them with
weak tests:
- scanner/datastore/postgres/manifest_metadata.go's new DeleteManifest
genuinely requires a live Postgres connection (i.pool.Begin), so it's
only exercised by the existing Test_ManifestMetadata_DeleteManifest
(scanner_db_integration tag), which codecov's default coverage run
doesn't execute -- consistent with the rest of this file (e.g.
GCManifests above it has the same gap).
- The 3-line force-reindex branch inside
scanner/indexer/indexer.go:IndexContainerImage depends on a real
*libindex.Libindex (claircore), so it shares IndexContainerImage's
pre-existing lack of unit coverage; verified instead by this PR's live
end-to-end testing against a real cluster.

Do not commit metadata deletion when ClairCore skips the underlying manifest.
When an ordinary libindex.Index holds the manifest lock, the pinned DeleteManifests call can return an empty deletion result with no error. DeleteManifest ignores that result and commits the metadata deletion. The forced request then waits for the same lock, sees the retained manifest as already scanned, and returns the existing IndexReport without rescanning. Use a deletion result or error that distinguishes lock contention from an absent manifest, then retry or return before committing the metadata deletion.

ROX_SCANNER_V4_REINDEX=false is a supported operator setting, but CreateIndexReport remains reachable and still advertises fresh indexing. When the flag is disabled, the indexer silently skips DeleteManifest, so ClairCore can reuse its prior scanned state. Assert the applied force value in the service tests.
The changed CreateIndexReport tests in scanner/services/indexer_test.go check only the option count, through gomock.Len(optCount). Force(true) and Force(false) each add one option, so the count does not reveal the force value. A regression that makes CreateIndexReport pass Force(false) leaves these tests passing. The get-or-create fallback tests use gomock.Any() for all arguments. A regression that makes the fallback pass Force(true) also leaves them passing.
This PR adds the force behavior, so an undetected regression would restore the stale-result behavior that the PR fixes.
The indexer.Option values are closures over the unexported options struct in scanner/indexer. The services test cannot read force directly. A practical approach is a matcher that resolves the options and checks the force value. That requires an exported test seam in scanner/indexer, or a test in that package. Add the seam first, then update the changed assertions at lines 73, 81, 89, and 101 and the fallback expectations at lines 250-297.

1. IndexContainerImage silently ignored a forced reindex request when
ROX_SCANNER_V4_REINDEX was disabled (or no metadata store was wired
in): the force branch was itself gated on
features.ScannerV4ReIndex.Enabled(), so if that flag were off, the
caller got back whatever ClairCore already had cached with no
indication force was never attempted. Added an explicit, fail-fast
error instead, checked before any registry I/O (so it's also cheaply
unit-testable without a fake registry).
2. DeleteManifest could silently commit without ClairCore's own state
actually being cleared. claircore.IndexerStore.DeleteManifests takes
a per-manifest Postgres advisory lock; on lock contention it returns
(nil, nil) for that digest -- the exact same observable result as
the manifest never having existed in ClairCore's store at all
(confirmed by reading claircore's actual implementation,
datastore/postgres/deletemanifests.go). Our wrapper ignored the
returned slice entirely, so a transient lock holder (e.g. another
goroutine finishing its own index of the same manifest) looked
identical to "nothing to delete," and the metadata transaction would
commit anyway -- the subsequent libIndex.Index call would then find
ClairCore's manifest state untouched and silently return the stale
result, defeating the forced reindex with no visible error.
Fixed by using whether our own manifest_metadata row existed a
moment ago (in the same transaction) as ground truth: if it did, an
empty DeleteManifests result can only mean lock contention, so retry
briefly and fail loudly if it never clears; if it didn't, an empty
result is the expected, common case (e.g. every first-ever
CreateIndexReport call goes through this path with nothing to
discard) and is not treated as an error.
Verified live against a real Postgres: added
Test_ManifestMetadata_DeleteManifest_ClairCoreStore, which wires in a
real claircore datastore/postgres.IndexerStore (the existing
DeleteManifest test only covers the manifest_metadata bookkeeping,
with IndexerStore left nil, so it never exercised this code path).
True lock-contention retry behavior couldn't be exercised in an
automated test, since the competing advisory lock's key is derived by
claircore's unexported internal/dblock package, not reachable from
this module.
Found by CodeRabbit review on #23817. A third
CodeRabbit comment on the same PR, claiming IndexAndScanImage/
CreateAndScanImage should pass ir.GetContents() to the matcher instead
of nil, was investigated and is a false positive: the matcher's
GetVulnerabilities independently looks up previously-indexed contents
via HashId when Contents is nil (scanner/services/matcher.go), which
is exactly what IndexAndScanImage's existing, pre-existing production
behavior already relies on.

… indexer service tests
CreateIndexReport/GetOrCreateIndexReport's tests only asserted the
number of indexer.Option values passed to IndexContainerImage
(gomock.Len / gomock.Any()), never the actual resolved Force value.
Since indexer.Force(force) is unconditionally appended regardless of
its value, option count alone can't distinguish Force(true) from
Force(false) -- these tests would not have caught, for example, an
accidental swap making GetOrCreateIndexReport's internal fallback
force-discard every existing index, or CreateIndexReport silently stop
forcing.
Added indexer.ResolveForce(opts...), exported specifically so tests in
other packages (which can't otherwise inspect the unexported options
struct) can check what an []Option slice resolves to, and used it in a
gomock.Cond matcher to assert Force(true) for all CreateIndexReport
paths and Force(false) for GetOrCreateIndexReport's internal fallback.
Nitpick from CodeRabbit review on #23817.

Preserve the previous non-forced CreateIndexReport behavior for legacy clients.
ROX_SCANNER_V4_REINDEX is enabled by default, and the new in-repository caller intentionally requests a fresh index. However, CreateIndexReport was previously non-forced. With the flag disabled, the new unconditional force=true reaches the guard in IndexContainerImage and returns an error for every direct RPC call. Keep the force request distinguishable from legacy CreateIndexReport calls, for example with an explicit force request or a separate force RPC, and reject only explicit force requests when re-indexing is disabled.

Update the force handling in IndexContainerImage so legacy CreateIndexReport
calls remain non-forced when re-indexing is disabled. Keep forced reindex
requests distinguishable from legacy calls, and reject only requests that
explicitly require force when the feature is disabled.

Description
Scanner V4 currently has no way to re-scan an already-indexed image on
demand. If the indexer's own configuration changes after an image was
indexed (most relevantly, enabling the Maven-search fallback via
ROX_SCANNER_V4_MAVEN_SEARCH), previously-indexed images keep servingtheir old, incorrect component identities indefinitely. Even
force: trueon
POST /v1/images/scandoesn't help today, since the scanner's owninternal cache has no way to know Central decided to re-ask it. The only
thing that clears old index data today is a background GC with a
randomized 7-30 day expiry, computed once at the original index time --
changing the GC-interval env vars afterward does not retroactively shrink
the expiry of manifests already indexed under the old settings.
This PR adds a real force-reindex capability and wires it up to
force: trueend to end:
CreateIndexReportRPC instead ofGetOrCreateIndexReport) turned outto be insufficient on its own: claircore's own
checkManifeststatemachine has an independent
ManifestScannedcheck that short-circuitsregardless of which RPC is called, once a manifest has been indexed.
Verified this live: calling the new path against an already-indexed
image logged
claircore/indexer.(*LayerScanner).scanLayer: "layer already scanned"and returned the stale result unchanged.(
i.store.DeleteManifests, claircore's own native per-manifestdeletion) and added a new, targeted
IndexerMetadataStore.DeleteManifestthat does the same thing for exactly one manifest, safely (verified live
that it correctly leaves layers shared with other manifests untouched).
IndexContainerImagenow accepts aForceoption that calls thisbefore indexing;
CreateIndexReportpassesforce=true,GetOrCreateIndexReport's internal fallback staysforce=false(unchanged behavior for genuinely new manifests).
pkg/scannerv4/client→pkg/scanners/scannerv4→
pkg/scanners/types(new optionalForceReindexercapabilityinterface, rather than changing the shared
Scannerinterface) →pkg/images/enricher(both v1 and v2/FlattenImageDatapaths).ScanImage'sforce: true, the SBOM-generationhandler's scanner-mismatch retry, and the detection service's force
handling all already set
EnrichmentContext.FetchOpttoUseImageNamesRefetchCachedValues. TracingfetchFromDatabase/updateImageFromDatabaseshowed this option already makes Centralbypass its own cached scan and re-ask the configured scanner for all
three callers (it was introduced in fix: new fetch option for images enriched via roxctl #6814 to fix a names-overwriting bug
for roxctl-ingested images, not specifically about scan freshness, but
"existing image not found" is exactly its side effect). The only missing
piece was telling the scanner, at that same moment, to also discard its
own cache. Added
FetchOption.forceReindex(), which recognizes bothForceRefetchScansOnlyandUseImageNamesRefetchCachedValues-- nochanges needed to any of the three existing call sites, and no risk of
reintroducing the fix: new fetch option for images enriched via roxctl #6814 names bug, since none of their FetchOpt choices
change.
User-facing documentation
force: trueonPOST /v1/images/scan(and thereforeroxctl image scan --forceand the UI's rescan action) will now also force a genuineScanner V4 re-index, not just bypass Central's own cache. Worth a
CHANGELOG entry once this is reviewed -- not yet written since the exact
wording may depend on reviewer feedback on the trigger approach above.
Testing and quality
No feature flag needed: the new indexer-side mechanism is only reachable
via the force signal described above, and existing
force: truecallersalready intended to force a fresh scan (that's their whole purpose) --
this closes a real gap rather than changing intended behavior.

Confirmed, with real indexer logs and direct Postgres inspection:
CreateIndexReport-only approach does not force a freshscan on an already-indexed manifest (

identities.
left a sibling image's shared base-image layer and its own scan
results completely untouched (byte-for-byte identical before/after).

indexer logs (
"manifest to be scanned", freshscanTime) that thistriggers a genuine re-index and resolves correctly, with zero test-only
patches in the running code -- exactly the path a real
roxctl image scan --forcecall or UI rescan would take.
