ROX-35476: Add image layer differentiation to policy evaluation filters - #23519
abushkin-redhat wants to merge 1 commit into
Conversation
Extend EvaluationFilter with a skip_image_layers field (SKIP_NONE/SKIP_BASE/ SKIP_APP) so a policy can restrict evaluation to application layers or base layers only. This prevents unfixable violations that originate in third-party base image layers (e.g. base-image CVEs or Dockerfile ADD/USER instructions). Gated behind the ROX_IMAGE_LAYER_FILTER feature flag (default off). Adds a new default policy "Fixable Severity at least Important in Application Layers" (SKIP_BASE), policy config-as-code support, and UI controls in the policy wizard, table, detail, and violation views.

🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win
Omit skipImageLayers when the value is SKIP_NONE.
p.SkipImageLayers.String() returns "SKIP_NONE" for the zero value. As a result, omitempty on Line 117 never omits the field. Every exported custom resource that has an evaluation filter will now contain skipImageLayers: SKIP_NONE. This includes policies that only use skipContainerTypes. A user might apply that exported resource to a cluster whose SecurityPolicy CRD does not have the new field yet. With strict field validation, which kubectl apply uses by default, the cluster rejects the unknown field. Emit an empty string for the default value. This matches the proto crYaml:"skipImageLayers, omitempty, stringer" intent. After the change, update testdata/custom_resource.yaml Line 153.

Set ROX_IMAGE_LAYER_FILTER explicitly for disabled cases.
The disabled test case leaves the variable unchanged. If the test process already has ROX_IMAGE_LAYER_FILTER=true, ImageLayerFilter.Enabled() returns true and the validator accepts the valid SKIP_BASE filter instead of returning the expected feature-disabled error.
ImageLayerFilter is not registered as unchangeable in release builds, so do not skip the enabled cases.

Make the application-layer policy replace the broad default for this use case.
The existing Fixable Severity at least Important policy remains enabled for build enforcement and has no layer filter. It can still report base-layer CVEs. Application-layer CVEs can also match both policies. Provide a replacement or migration path that preserves user changes instead of adding a second overlapping default policy.

Description
Image-based policies (e.g. CVSS/CVE/Severity, Dockerfile Line
ADD/USER) currentlyevaluate a container image as a whole, including the base image layers that are owned
and maintained by a third party rather than the application team. This produces violations
that the owning team cannot remediate (e.g. a
USER/ADDinstruction or a CVE thatoriginates in the base image), eroding trust in the results.
This PR lets a policy restrict evaluation to a subset of an image's layers by extending
EvaluationFilterwith a newskip_image_layersfield:SKIP_NONE(0) — evaluate all layers (default; no behavior change)SKIP_BASE(1) — skip base layers → evaluate application layers onlySKIP_APP(2) — skip application layers → evaluate base layers onlyThe entire feature is gated behind the new feature flag
ROX_IMAGE_LAYER_FILTER(default off); with the flag off, behavior is identical to today across every code path.
