Clear SETUP_WORKLOAD_IDENTITIES for AWS jobs.
When an AWS job inherits SETUP_WORKLOAD_IDENTITIES=true, the current condition leaves it enabled. The E2E runner then calls the GCP workload-identity setup. Set the flag to false for AWS before the existing GCP OpenShift condition.

Cap the retry window for each call_curl invocation.
The script makes two calls plus one call per policy. Each call can take about eight minutes with four attempts and retry delays. Multiple slow policy calls can therefore consume the 30-minute COLLECT_TIMEOUT, even though one call cannot.
This change improves the unbounded base behavior, so this is a minor resilience gap rather than a major regression.
