A selector build failure now blocks all e2e dispatch.
The ci-select build step has no continue-on-error, and the determine step requires the selector binary. A Go toolchain or build failure therefore stops should-dispatch on every event. That includes pushes to master and tag pushes, which previously used inline Python with no build step. The PR states that jobs run when the selector cannot be built. Add a fallback that writes legacy-compatible outputs when the build fails, or keep the previous inline logic as the fallback path.

Preserve the UI-only skip when enforcement is off.
The base code skipped *nongroovy* and *upgrade* jobs when changes were limited to ui/. With ci-dispatcher-enforce absent, gateAction always returns run, so the new gate does not preserve that behavior. Keep the legacy UI-only check for unenforced PRs, while allowing enforced PRs to use the selector decision.

Do not run a PR-built selector with the dispatch token.
The workflow checks out the pull request head, builds ci/select from that checkout, and runs the resulting binary with GH_TOKEN. The token has contents: read and pull-requests: read permissions, not dispatch-write permission, but it is still a repository credential available to PR-controlled code. Build the selector from a trusted revision or separate PR-controlled execution from token-bearing dispatch. Set persist-credentials: false as additional protection, but do not rely on it while passing GH_TOKEN explicitly.

Match the complete rehearsal enforcement label.
If a rehearsal PR body contains /label: ci-dispatcher-enforced, this expression matches ci-dispatcher-enforce. Line 103 then enables selection without the requested label. A resolved decision can skip jobs that should run without enforcement. Match a complete label directive and reject a trailing label-name character.

Keep the Python prototype's rule votes, defaults, dependency expansion, and dispatcher overrides while making the shell gates small. Use the root module's existing dependencies to expose bootstrap cost without adding a binary distribution system. Include Cobra help and resolver parity tests. Build before gating so the prototype can expose toolchain and bootstrap constraints. Run the selector tests when the build step fails or the decision step is skipped.
The Build CI selector step uses continue-on-error: true. If the build fails, ci/select/bin/ci-select does not exist. The Validate CI rules step then fails with a missing-binary error. This failure comes from a broken build, not from invalid rules. The root-cause failure of the build step is hidden.
The go test -race ./ci/select step does not need the built binary. If the build fails, this step still runs.
For push events, steps.ci-decision.outputs.action is empty. The != 'skip' condition is true, so both steps run. This is correct. The validate step still depends on the binary. This dependency makes the build failure behavior unclear.
Remove continue-on-error from the build step. In this workflow, the build is the subject under test. A build failure must fail the job clearly.

Prototype for testing only: do not merge.
Description
This is a Go port of the Python CI test-selection prototype in PR #23166. Both prototypes select jobs from changed paths, labels, TOML rules, and per-job defaults. The intent is to evaluate roughly the same mechanism in Go and discover CI integration costs, rather than redesign the selection policy.
One binary handles resolution, GHA/Prow gates, and GHA e2e dispatch. The bash wrappers only invoke it and let jobs run if the gate fails.
ci-dispatcher-enforceenables selection; current/testcomments can force Prow jobs to run. The port preserves the Python resolver fixtures and adds CLI and fallback checks. The CI hooks build the binary from the root module before gating. This reuses existing dependencies and exposes the bootstrap cost without adding binary distribution infrastructure. The job mapping and image-wait rules remain samples for testing the mechanism. See the README for commands and prototype limits.
