Description

Migrate the race condition QA E2E test (gke_race_condition_qa_e2e_tests) to roxie-based deployment.

Previously, image tag overrides (e.g. CENTRAL_DB_IMAGE_TAG) were passed as environment variables. Rather than continuing to add more exotic env var parameters to the roxie compat layer, this PR demonstrates the intended direction for roxie-based deployments: create a specific roxie config file directly in the test suite and pass it through to the deploy step. This keeps test-specific configuration close to the test and avoids bloating the compat layer.

The config file is threaded from the Python test harness through make_qa_e2e_test_runner → QaE2eTestPart1 → run-part-1.sh → config_part_1. When no config is provided (all other callers), a temporary file is created automatically — no behavior change for existing tests.

Also bumps ROXIE_VERSION to 0.4.14, which is needed for this.
