ROX-37315: Keep deploy checks with image exclusions - #23107
Conversation
…cies Adding an image exclusion to a policy that runs at the deploy stage turned the policy off for every deployment, not just ones running the excluded image. Image-only exclusions have no deployment name or scope, and a nil compiled scope matches everything, so every deployment was treated as excluded and no alerts or admission control enforcement happened. Image-only exclusions now never match deployments or audit events. They keep working at build time, where image exclusions are evaluated. The regression test runs a "critical CVE older than 180 days" policy with an image exclusion through the deploy-time detector and fails without this change. 🚀 Build Images ReadyImages are ready for commit 7fdaba1. To use with deploy scripts: export MAIN_IMAGE_TAG=5.1.x-156-g7fdaba163c |
The detection fix covered compiled policies, but central/policy/matcher evaluates exclusions separately to decide which policies apply to a deployment, namespace, or cluster in GraphQL. An image-only exclusion compiled to a nil scope there too, so the policy was listed as not applicable to every entity even though it now alerts. The matchers now ignore exclusions without a deployment part. Also rename isImageOnly to appliesToDeployments, since it is true for any exclusion without a deployment part, add a deploy-time test pinning that a deployment running the excluded image still alerts (until ROX-34071), and add a CHANGELOG entry because upgrading can newly enforce on that image. The same image exclusion literal was repeated three times, which made the subtests harder to scan. A small helper keeps each case focused on what differs between them. Signed-off-by: Saif Chaudhry <schaudhr@redhat.com>

The changelog entry claimed runtime evaluation was affected, but a policy cannot combine Build and Runtime, so only deploy-time detection was. It also told users that splitting the policy skips an image at deploy time, which it does not; deployment exclusions are the way to skip apps there. The entry now carries the ROX-37315 key like the other entries. The test comment pointed at ROX-34071 as the ticket for deploy-time image exclusions, but that ticket is the general policy evaluation filter, so the reference is dropped. Upgrading can restore violations and admission blocks for policies with image exclusions. Make that impact explicit so customers can use deployment exclusions where needed. User request: add the upgrade warning to the changelog. Signed-off-by: Saif Chaudhry <schaudhr@redhat.com>

Quite an old bug lurking around! Code looks good, left two comments, that are not must fixes.
Thanks for the tests - they will help when I have to make modifications around the same area to add support for deployment type exclusions (in drafts right now).
The previous entry made the bug and fix difficult to parse. State the disabled deploy checks and post-upgrade impact directly, following review feedback. User request: Make the changelog clearer and concise; reduce friction to understanding. Signed-off-by: Saif Chaudhry <schaudhr@redhat.com>
The reviewer wording identifies detection and enforcement as the affected behaviors. Use those terms so the bug is clear without interpretation. User request: Use Boo’s clearer changelog wording. Signed-off-by: Saif Chaudhry <schaudhr@redhat.com>
…deployments Review feedback said the entry was hard to parse: it read as if the fix itself disabled deploy-time detection. Lead with what was broken (every deployment skipped, not only the excluded image), then the post-upgrade impact, then the deployment exclusion workaround. User request: apply the reviewer's CHANGELOG wording suggestion on PR 23107. Signed-off-by: Saif Chaudhry <schaudhr@redhat.com>
The previous wording put the fix after a long clause describing the bug, and "not only the excluded image" implied the excluded image should still be skipped at deploy time, which is no longer true. State the fix first, then the old behavior, then the post-upgrade impact and workaround. User request: reduce friction to parsing the issue and fix in the changelog. I’m planning to backport this to 4.10, 4.11, and 5.0. As of October 2, 4.11.5 and 5.0.0 are already at rc.2, so I’m aiming for 4.11.6 and 5.0.1 rather than adding this to those candidates. For 4.10, I’m aiming for 4.10.10 if its candidate hasn’t started by the time the backport is ready. Otherwise, 4.10.11 makes sense. The backport labels are on this PR; the release engineers can merge the resulting PRs in the appropriate cycle. |

Description
Fixes ROX-37315.
TL;DR: if a policy runs at both Build and Deploy and has an image exclusion, it stops checking every deployment, not just the excluded image. This PR makes image exclusions ignore deployments, so deploy-time detection and admission control work again.
Background: two kinds of exclusion
A policy exclusion has two optional parts:
roxctl image check). When you add an image exclusion in the UI, it saves
{ image: { name: "..." }, deployment: null }.The bug
This came from a customer: "Block Critical CVE older than 180 days" runs at Build and Deploy, with one image excluded. After they added the exclusion, the policy stopped raising deploy-time violations and stopped blocking deployments in admission control, for every deployment and not only the excluded image.
roxctl image checkstill worked, so the problem was easy to miss. This is a regression from stackrox/rox#8454 (3.63), which removed a nil check on the exclusion's deployment part as redundant. Without it, a nil scope matches every deployment. To reproduce on master:
latest") and enforcement on.docker.io/library/nginx:latest.busybox:latest. It isn't blocked and gets no violation, even though it matches the policy and isn't excluded. Why it happens
At deploy time,
pkg/detectionchecks every exclusion against the deployment withcompiledExclusion.MatchesDeployment. That runs two checks:CompiledScope.MatchesDeployment, which returnstruewhen the scope is nil (pkg/scopecomp/scope.go:139).An image-only exclusion has no deployment name and no scope, so both checks pass and every deployment counts as excluded. The policy is skipped everywhere. Admission control compiles policies with the same code, so it's affected too.
The policy matchers in
central/policy/matcherfollow the same pattern. That's why these policies also disappear from the policy lists on the cluster, namespace, and deployment pages. The fix
An exclusion only counts against a deployment if it has a deployment part (
exclusion.GetDeployment() != nil).pkg/detection/compiled_policy.go:MatchesDeploymentandMatchesAuditEventreturnfalsefor image-only exclusions. This is the main fix. The audit event guard is defensive: audit log policies are Runtime-only, so they can't have image exclusions today.central/policy/matcher/{deployment,namespace,cluster}.go: the same guard, so these policies show up in the entity policy lists again.Image exclusions still work at Build. That path (
imagePredicate) never read the deployment part, so it's unchanged. No UI change is needed.
Heads up: behavior change on upgrade
Policies that have this problem will start raising deploy-time violations again after upgrading. If they have enforcement on, they'll start blocking deployments again. This is the intended behavior, but customers who relied on the bug to exempt an app at deploy time will notice. The CHANGELOG entry points them to deployment exclusions.
Workaround until this ships (also the right setup after it): skip apps at deploy time with deployment exclusions (by name, namespace, or label). If you still need to skip an image in CI, make a Build-only copy of the policy with the image exclusion, and turn off Build on the original.
Alternatives considered
This restores the guard that stackrox/rox#8454 removed from
pkg/detection, and adds the same guard to the entity policy matchers. Not in this PR: the config-controller CR converter (
config-controller/api/v1alpha1/policy_types.go) never setsImageon exclusions, so policies managed as CRs can't have image exclusions at all. That's a separate gap and needs its own ticket.User-facing documentation
Testing and quality
Automated testing
How I validated my change
Unit and regression tests. The main regression test is
pkg/detection/deploytime/detector_impl_test.go. It runs a policy shaped like the customer's through the real policy set and deploy-time detector:I also added:
exclusion_test.goandcompiled_policy_test.go;central/policy/matcher/matcher_test.go, which checks that an image-only exclusion doesn't hide the policy from a deployment, namespace, or cluster, while a cluster-scoped deployment exclusion still does.To prove the tests catch the bug, I reverted only the production code and kept the tests. Five tests failed, and the deploy-time one failed exactly as the customer described (no alerts):
With the fix, they all pass:
go test ./pkg/detection/... ./pkg/booleanpolicy/... ./central/detection/... ./sensor/admission-control/... ./central/policy/matcher/...Live smoke test. I deployed this PR's CI image (
5.1.x-90-gee0811461c) to a GKE cluster with roxie, then used the repro steps above. The policy runs at Build and Deploy with enforcement on, and excludesdocker.io/library/nginx:latest. I deployednginx:latest(excluded) andbusybox:latest(not excluded).GET /v1/policies/{id}"deployment": null, same shape the UI sendskubectl applyof both deploymentsroxctl image checkI didn't see scale-to-zero, because break-glass also bypasses Sensor's enforcer. The admission block already shows enforcement works.
