Classify a diff into jobs to run, jobs to skip, and jobs still unsure. Shadow mode reports that split and still executes every known job. The production map covers docs, sensor/, and central/policy/. A pull request workflow prints the decision and does not gate other jobs. Prompt: implement a minimal shadow-mode resolver, then a first production map with three rules (markdown, sensor, one central package) and run it on CI in shadow mode. Partially generated by AI.
The first commit picked up pytest bytecode under ci/exploration. Ignore __pycache__ and *.pyc so a later add does not commit them.

An unmatched file names no test, so every known job is unsure and still runs. The shadow log leads with that summary and then lists the jobs each file explicitly triggers. The production map now names the GitHub Actions and Prow test jobs. The workflow reruns when labels change and keys concurrency by pull request number, so two forks with the same branch name do not cancel each other. Prompt: make the shadow log summarize clearly, log each changed file's explicit tests, and classify a CI-only PR as unsure while still running every test. Also apply the CodeRabbit notes on label events and the concurrency group. Partially generated by AI.
The pull request only changed CI files, so the shadow log had no domain match. These three paths give the per-file log a docs file, a Sensor file, and a central/policy file. Unmatched CI files stay in the diff, so the summary is still unsure for every job. The new paths list their explicit runs at the bottom. Prompt: change representative files to trigger something and we will check the log again. Partially generated by AI.
The dispatcher reads the resolver and the recorded old triggers, then prints whether it would start a job, stop it, or leave the old trigger alone. Other workflows still start themselves. The label ci-dispatcher-enforce applies that plan only to three example jobs. Prompt: draft the GitHub Actions dispatcher in shadow, with a switch to enforce later, and demonstrate start, stop, and default on this PR. Partially generated by AI.
The plan listed every job as an opinion plus the old trigger, so the result had to be computed by hand. Group runs, skips, and unsure jobs, name the files behind each vote, and record when a run wins over a skip. Default lines come from the trigger recorded in gha_defaults.yaml. Long sections fold in the log, and the same text is written to the job summary. Requested: make the dispatcher plan easier to follow, justify each job from the changed files, and call the old trigger "default". Partially generated by AI.
Replace domain votes with a numbered TOML rule list. A later run overrides an earlier skip; a conflicting skip warns and run wins. The last rule skips every job no earlier rule decided. User request: stage the remaining files and commit as "change of the approach". Partially generated by AI.

Partial review of the workflows. The changes make sense to me, but I wonder whether we really need to run these when a label is removed as well. I think running them only when a label is added would be enough.
And even then, if a PR already has the ´ci-dispatcher-enforce´ label and then a different label is added, I think it would rerun these actions. That might spam our CI too much(?) At least that's what I suspect may happen.

Thank you for looking at it. This is my playground with dirty code :) It would be a pitty to waste cycles on reviewing it in this state. You can however get a rough direction that in which I am going (still not sure this is the right one).

Agree on watching out not to spam the CI with flipping the labels too frequently. However, there are some situations in which we may want to react to labels changing. We need to think about this.

I think we only need to run this when the label is added, not when it's removed.
