fix: unignore npm lockfile for dependabot, pin ubuntu-latest to ubuntu-24.04 - #772

…u-24.04 - packaging/mcpb/npm/package-lock.json was gitignored, so Dependabot could not determine the installed adm-zip version and failed the security update (run 35467189848). Un-ignore it, commit the generated lockfile, and bump adm-zip to ^0.6.1 (patches GHSA-7q85-xj36-vmfc / CVE-2026-77301). - Pin ubuntu-latest runners to ubuntu-24.04 across workflows to avoid the Ubuntu 26 migration notice (actions/runner-images#14748). The pinned actionlint (rhysd/actionlint:1.6.23) does not recognize ubuntu-24.04 as a built-in GitHub-hosted runner label, mirroring the existing ubuntu-24.04-arm/windows-11-arm workaround. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
