Rstack CLI is the current project, while Rstack names the broader JavaScript toolchain. This PR updates the English and Chinese documentation to distinguish those terms consistently while retaining Rstack configuration as the established configuration name. It also updates create-rstack templates to link explicitly to the Rstack CLI documentation and repository.
