This PR centralizes per-file formatter option and plugin resolution in a shared resolver used by batch formatting, stdin, and LSP.
It removes duplicated orchestration while preserving lazy plugin loading and resolver reuse. A/B benchmarks on the Rspack and Rsbuild repositories found no measurable performance regression.
