Repeated template and formatter setup made the tests harder to review and keep in sync.
This PR consolidates create-rstack template cases into shared data tables and extracts small formatter fixtures for requests, cache contexts, and cached unsupported files. Test coverage remains unchanged, and cache fixtures now follow the current
.rstack/cache/fmt/v1.jsonlayout.
