This PR removes low-value unit tests that duplicate the formatter and setup CLI end-to-end coverage. It keeps cache, plugin, ignore-rule, and Git hook edge-case coverage while trimming implementation-detail mocks and test-only snapshots. Internal formatter and cache helpers that were exported only for the deleted tests are now private; runtime behavior and public APIs are unchanged.
