Rstack's native release path needs a single entry point that builds every currently supported release binary without expanding the runtime test matrix.
This adds a reusable and manually dispatchable workflow that fans out across the four Tier 1 targets and delegates each build to the existing single-target workflow. The existing Ubuntu/Windows test workflow and publishing flow remain unchanged.
