This PR makes the native release surface explicit so packaging does not include build-only targets. It moves the NAPI-RS configuration to a single
napi.jsoncontaining the four Tier 1 targets and routes local builds, reusable builds, and package generation through it. Non-Tier 1 targets remain buildable through explicit workflow--targetvalues.
