This PR establishes the Rust/NAPI-RS foundation needed to migrate rstack internals incrementally without changing the current CLI or public API.
It adds a Cargo workspace, a minimal
rstack-bindingadapter with an internalnativePinground trip, and checked-in generated loader and type files.Existing Ubuntu and Windows test jobs now build and smoke-test the host binding, while Rust formatting, linting, unit tests, and generated-file drift remain blocking checks.
