This patch adopts even more LazyTensor interfaces:
TryLimitGraphSizeandCreateTensorNodedirectly.size,ToTensor,dtype,ApplyPendingGraph,AssignIrValue, andGetIrValueForTensor.It depends on pytorch/pytorch#90686.
Test Plan:
CI.
