fix(ci): drop retired macos-13 runner and skip cp39/pp39 in wheel matrix #5251

.github/workflows/ci.yml (Line: 139, Col: 9): Conditional expression contains literal text outside replacement tokens. This will cause the expression to always evaluate to truthy. Did you mean to put the entire expression inside ${{ }}?
