Updates the dev guide to reflect recent changes in moving the iOS and Emscripten build tooling to the
Platformsfolder. Android tooling is covered by the changes in the Android README in the CPython repo.In most cases, the build instructions are significantly simpler, as we only need to say
python3 Platforms/X build all, and the build tools manage the rest.
