Intentional. The = line is the same in all branches. With the 2 blank lines, that makes the upper context the same in every branch. With the lower context (the previous news item) the same in every branch, the PRs backport even though the header above the = lines is difference for every branch. But once a section is complete, the extra blank is not needed.
