The PEG generator (Tools/peg_generator/pegen) currently passes file paths around as strings, mixing os.path calls with ad-hoc pathlib.Path(...) conversions. Let's change its entry points (build_parser, compile_c_extension, and all the build_* helpers) to take pathlib.Path.
