Reworks the README for the Lua package set, replacing the inherited fork text. It describes src/packages.dhall as the Lua overrides half (consumers merge it with the upstream PureScript set via upstream-ps // upstream-lua), adds a navigation table of the 21 Lua forks with their purescript-lua org repos and versions, and fixes the lua-ngx package name and the missing st entry. Supersedes #2.

Replace the inherited fork README. Describe src/packages.dhall as the Lua
