Problem: Codex needs a persistent thread-local timer mechanism for follow-up turns, with fired timers visible in thread transcripts rather than hidden behind developer prompts.

Solution: Add timer scheduling/tooling across core, app-server, rollout, tools, and TUI; persist timer state; expose timer APIs/notifications; deliver fired timers as XML-wrapped user messages with custom transcript rendering.
