Isn't the length always at least 3 since there will always be a function name? Regardless, I don't think we need two cases here, just a one-liner.
parts = ["", "run", "f", "a", "b", "c"]
"/" + "/".join(parts[3:]) # /a/b/c
parts = ["", "run", "f"]
"/" + "/".join(parts[3:]) # "/"
