Original commit message:

    [wasm] Simplify CompileJSToWasmWrapperJob

    This CL merges some of AsyncCompileJSToWasmWrapperJob and
    CompileJSToWasmWrapperJob into a common base class. Both jobs now
    loop on a vector with an atomic index.
