Closes #1283
Adds a "Hover and active states" example to the Scroll Area page. The thumb gets three shades, rest,
:hoverand:active, in both the CSS Modules and Tailwind versions. The page now explains thatdata-hoveringreveals the scrollbar while:hovertargets the thumb itself. The scrollbar's opacity fade turns off underprefers-reduced-motion.
