Rename the Triggers and Events WG charter to Tasks and Events and move the Tasks scope, leads, resources, and work items into it from the Agents WG. Move the Agents charter to interest-groups and reword it as an Interest Group. Update the docs.json nav, add redirects, and fix charter cross-references.
