docs(community): add Governance Working Group charter - #3423

Adds the charter for the Governance Working Group: a single home for revising MCP's governance documentation, plus an advisory channel for surfacing community concerns to Core Maintainers. Scope covers governance documentation under docs/community/, decision recording, Code of Conduct text stewardship, community values, and contribution culture. Maintainer selection, individual Code of Conduct cases, per-SDK governance, and interpersonal dispute resolution are out of scope. Pages owned elsewhere and the CODEOWNERS-gated charter pages are proposed to their owners rather than landed by this group. Operations follow the working group model agreed in September 2026: a standing monthly session with a stated dormancy test, no group-level office hours, and the Lead representing the group at the monthly Core Maintainer plus WG/IG leads meeting.
