Moves the AI contribution policy out of CONTRIBUTING.md into its own AI_POLICY.md at the repo root so it can be referenced directly and reused across repositories. CONTRIBUTING.md and docs/community/contributing.mdx now link to the new file. Adds a Scope section clarifying the policy applies to all repositories in the modelcontextprotocol organization.
