Adds the charter for the Security Interest Group and restructures all WG/IG charters under predictable type-prefixed URLs.
Charters now live at
community/working-groups/<name>andcommunity/interest-groups/<name>so the group type is visible in the path. Redirects are in place for the ten previously published charter URLs. Internal cross-references, the charter template, the governance doc, and CODEOWNERS are updated to match.The Security IG has been active in
#security-igon Discord and is already referenced from the Tool Annotations charter. Scope and discussion topics reflect what the channel currently works on. Facilitators are @localden and @pcarleton; initial participant list is in the Membership section.
