Adds the charter for the Server Card Working Group under docs/community/server-card/charter.mdx, following the template in docs/community/charter-template.mdx and the existing triggers-events charter. The Server Card WG is responsible for defining the MCP Server Card format and discovery mechanism (SEP-2127).
