Description
Fix vulnerabilities of high or critical severity:
Fix broken BotBuilder-Python-CI-PR-yaml: "black --check libraries" gets a black import error.
Specific Changes
Upgrade root dependencies in requirements.txt files.
Update black, then reformat .py files per requirements of the new black.
