The test runner always updates them to latest, so we don't care if they have local changes or if the exact commit referenced has changed.
Additionally, we don't care about the repo history for our tests, so it also sets the
shallowflag.githubis also reporting some submodule updates (which are what I'm trying to avoid in the future).
