Add a manually dispatched, report-only backlog assessment with scoped repository reads and shared Copilot guidance. Pin GPT-6.1-sol with max reasoning effort for the main assessment, preserve detector effort defaults, and add strict compilation and contract checks with dated rollout documentation. Use plain-language reports while preserving evidence and human review. Raise the main assessment allowance to 400 AI credits, document report retention, and update the generated workflow and contract tests. Detection, permissions, and retention settings remain unchanged. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
Compare the complete Markdown link destination against the existing TypeChat.NET project URL. This addresses the CodeQL PR comment by ensuring the assertion validates the full destination, not merely link text or a partial match. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
Resolve conflicts from the earlier squash merge while preserving the approved assessment limits, regression tests, and documentation. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

This pull request introduces several improvements to repository automation, project governance, and workflow configuration. The main changes clarify project direction and ownership, enhance workflow triggers and environment tracking, and increase AI resource limits for backlog assessment automation.
Project governance and ownership:
.github/CODEOWNERSfile specifying@microsoft/typechatas the owner for key project files and directories, ensuring proper review and approval for project direction and automation controls..github/copilot-instructions.mdwith a new "Project direction" section, clarifying thatGOALS.mddefines repository policy and that only the owner team can approve changes or exceptions to it.Workflow triggers and environment tracking:
.github/workflows/agent-workflow-check.ymlto trigger on changes to governance and automation files (GOALS.md,AUTOMATION.md,README.md,.github/CODEOWNERS,.github/copilot-instructions.md), ensuring automation runs when these files are modified. [1] [2].github/workflows/backlog-assessment.lock.ymlto track the commit hash of the current policy (TYPECHAT_POLICY_COMMIT) throughout the workflow using new environment variables. [1] [2] [3] [4] [5] [6]Resource and timeout adjustments:
These changes collectively improve repository governance, ensure automation is responsive to policy changes, and provide more resources for backlog assessment automation.
